Parliamentary Decision – Repeal of the Act on Certain Consumer Credit Activities
On 21 May 2025, the Swedish Parliament adopted the government bill proposing the repeal of the Act (2014:275) on Certain Consumer Credit Activities (“LVK”). The repeal means that the provision or brokering of consumer credit may only be carried out by companies licensed under the Banking and Financing Business Act (2004:297) (“LBF”).
The changes will enter into force on 1 July 2025. For companies that, prior to this date, held a licence or were exempt from licensing requirements under the LVK, the repealed act will continue to apply until the end of July 2026. If such a company submits an application for authorisation to conduct banking or financing business to the Swedish Financial Supervisory Authority (Finansinspektionen) before the end of July 2026, it may continue operating under the repealed act until a final decision has been made on the application.
